Ghana Municipal Finance and Management Initiative

In order to raise local revenue for funding infrastructure projects in Ghana, the Ministry of Local Government and Rural Development, in conjunction with the Ministry of Finance and Economic Planning and other sector ministries, organized a conference on Municipal Finance and Management in October 2005.

The main objective of the event was to adequately provide the necessary capacity to set the stage for a successful implementation of Municipal Finance and Management Initiative in Ghanaian cities. The discussions focused on three issues: legal and regulatory framework, city level constraints and supply side issues.

Four working groups have been set up with representation from various ministries, city and private sector to examine the existing framework and provide recommendations. Terms of reference have also been developed for each. The working groups are as follows:

• Legal and Regulatory Framework
• Capacity Building
• Fiscal and Financial Instruments
• Pilot Project

MFTF members are encouraged to review the issues summarized in the TORs and provide feedback and suggestions.
